An optimization and simulation approach aimed at software development is considered, as well as a model of a formalized formulation of the problem is presented, in this case, the access network is considered as a complex interconnected system in which processes of data transfer from different sources are combined into a single logistics chain, and also these data are distributed flows to specific recipients.</p></abstract><trans-abstract xml:lang="en"><p>The article discusses the model of the software package for the design of passive optical networks, as well as the requirements for it.
